The principality's small size and relative isolation preserved customs and architecture that larger, more accessible regions lost to war, development, and the homogenizing forces of modernity. The origins of Andorra
The origins of Andorra reach back into legend and early medieval history. Tradition holds that Charlemagne granted the Andorrans their charter in return for their help fighting the Moors who had pushed north across the Pyrenees. While the Charlemagne connection lacks solid documentary evidence, it speaks to the historical reality that Andorra emerged as a distinct entity during the Carolingian period when Christian kingdoms were consolidating their hold on the Pyrenean mountain passes. The first documented reference to Andorra appears in an act of consecration of the Cathedral of Urgell in 839, which mentions the parishes of Andorra as part of the diocese.
The feudal period shaped Andorran political structures in ways that persist to the present day. In the 11th century, disputes over control of the valleys led to a series of agreements that established shared sovereignty between the Bishop of Urgell and the Count of Foix. The Pareatges of 1278 and 1288 formalized this arrangement, creating the co-principality that remains Andorra's system of government. Under these agreements, the bishop and the count would share authority over the territory, with the Andorrans paying a modest tribute to each co-prince in alternate years. The arrangement resolved the competing claims of two powerful neighbors while preserving Andorran autonomy.
The tribute system that emerged from the Pareatges reveals the pragmatism that characterizes Andorran history. Every year, Andorra delivers tribute to its co-princes. To the Bishop of Urgell, the tribute consists of hams, cheeses, and other local products. Historically, the tribute to the French co-prince, now the President of the French Republic, included a payment of 960 francs. The sums and quantities are modest, symbolic rather than extractive. The tribute acknowledges the authority of the co-princes while affirming that Andorra governs its own affairs.
